DAVID A. HUGHES is a partner in the State and Local Tax (SALT) Group of Horwood Marcus & Berk Chartered. David’s clients, who range from multinational corporations to individuals, all have one thing in common: the need to limit their state and local tax exposure either through planning or litigation. David advises clients on how to structure their business to reduce their state tax liabilities, and he also defends clients in audits, administrative proceedings and in court against tax assessments.
David has represented clients in over 30 states and has advised clients on income tax, sales/use tax, franchise tax, and unclaimed property matters, including matters involving nexus, apportionment, business income, unitary business groups, credits, losses, exemptions, and the tax base. David has argued cases at the Illinois Supreme Court, the Illinois Appellate Court and the New York Tax Appeals Tribunal. In addition, he is active in the national SALT community, writing and speaking regularly for a variety of national tax organizations including the Council on State Taxation (COST), Tax Executives Institute (TEI) and the Institute of Professionals in Taxation (IPT).

Kathleen P. Clark, a state and local tax partner at Eide Bailly LLP, has over 29 years of tax experience working in private industry, at an international “Big 4″ firm, and as co-owner/partner of a local Denver, Colorado CPA firm. Kathleen has spent the last 20 years specializing in multi-state and local taxation, providing clients in a number of different industries with consulting and compliance services including income, franchise, and sales/use tax planning for on-going operations, acquisitions, dispositions and other restructurings; filing methodology, nexus and taxability guidance; and return preparation/review. Kathleen has successfully negotiated voluntary compliance agreements with both state and local jurisdictions and provides value-added audit assistance and negotiations. She received her undergraduate degree from Regis University, a Masters of Taxation from the University of Denver and is a Certified Public Accountant.
