Mr. Goodale has been engaged in advising and providing projects on a wide variety of project delivery models.   Over his 30 years of experience, he’s completed projects with traditional design/ bid/ build, design-build, public private partnership, Integrated Project Delivery, LEAN delivery, and hybrids of all of the above.  He is recognized as an expert in these subjects by AIA and DBIA and spoken and presented on topics related to these methods.  In particular, his latest emphasis has been on the identification and mitigation of risk in P3 delivery, identifying cost impacts, and advising on the long term facility management and budget implications, as well as appropriateness for each clients’ project needs. 

Mr. Goodale is currently leading P3 projects in partnership with the City of Indianapolis, Wayne County Detroit, the State of Michigan, State of Florida, KPMG, Nossaman and many others.

Further, he serves on HOK’s Board of Directors and is the chair of HOK’s Marketing Board, a group dedicated to positioning HOK in the current and future design market for sustained growth and increased relevance.

Karla Pascarella is a Partner in Peckar & Abramson’s Austin office, where she represents a range of international and domestic corporate clients and construction professionals. Her practice is primarily concentrated on construction law, corporate compliance and governance, and commercial litigation/complex dispute resolution.

Prior to joining Peckar & Abramson, Ms. Pascarella served as General Counsel for the North American affiliate of a $2.1 billion international engineering, procurement, and construction company. As General Counsel, she oversaw the company’s legal approach for all lines of business, including renewable energy and major infrastructure works.

Ms. Pascarella regularly manages domestic and international transactions and negotiates complex contracts for publicly and privately financed infrastructure projects. Fluent in both Spanish and English, she regularly handles multi-cultural transactions and disputes, and assists corporate clients with strategic legal decisions and global business matters.
