Charles E. Harris II, a partner in Mayer Brown’s litigation group, focuses his practice on business litigation, arbitration, and counseling. Charles represents clients in disputes involving a range of subject matters, with an emphasis on class actions, real estate litigation, information security disputes, and First Amendment actions alleging defamation and other privacy torts. Notably, Charles defends clients in data breach class actions and advises clients on data breach response. He also counsels covered entities and business associates on incident response planning, complying with the HIPAA Privacy and Security Rules, and creating information privacy and security programs. Most recently, Charles assisted a "hybrid" organization with a full HIPAA assessment that involved designating covered components and drafting current policies and procedures. Before joining the firm, Charles served as a law clerk to Judge David D. Dowd Jr., of the United States District Court for the Northern District of Ohio.
