Louis Rothberg represents US and international enterprises in export license compliance and national security-related matters. Clients seek his counsel in matters related to munitions and dual-use export controls, economic sanctions and embargoes, and acquisitions in the United States by foreign persons concerning the Committee on Foreign Investment in the United States (CFIUS). Louis has experience with ITAR and EAR export controls, and with domestic and non-US company compliance with Office of Foreign Assets Control (OFAC) regulations involving US embargoed countries and blocked entities.

Louis also advises clients on export control, technology transfer, and “Buy America” issues that arise in US Department of Defense contracts and antiboycott issues generally.

Prior to joining Morgan Lewis, Louis spent more than 20 years handling export control and other national security-related matters for the US Department of Commerce and the United States Army. He has also served several terms on the steering committee of the District of Columbia Bar International Law Section.

Amanda Spikes is a Senior Manager in KPMG LLP’s Trade & Customs Practice in Chicago, IL.  Amanda has 10 years of experience as an external and in-house consultant working with clients to assess regulatory compliance issues, develop global trade strategies, and identify indirect tax savings.  She started her career in KPMG’s Trade & Customs Practice in 2007.  Prior to returning to the group in 2014, Amanda worked as a Manager in the KPMG Thailand office and as an International Trade Manager for Robert Bosch North America.   At Bosch, her primary focus was on exports of technology and software and US re-export control compliance.  Upon returning to KPMG in Chicago, Amada has conducted three audits of companies pursuant to Department of State, Directorate of Defense Trade Controls (DDTC) Consent Agreement and one DDTC directed audit.  She has also assisted companies in the technology and industrial manufacturing sectors to identify export compliance programs gaps and enhance policies and procedures.
