Ms. Whalen focuses her practice on public law with an emphasis on administrative law, regulatory compliance, and government relations, creating comprehensive strategies to help clients achieve their government affairs and business goals. She helps clients navigate the emerging and complex cannabis industry, advising clients in all industry facets including cultivation, processing, and dispensing. She has prepared multiple competitive state license applications and counsels clients once operational, including ensuring regulatory compliance and working directly with legislators, regulators, and administrative entities. In addition, she established and represents a trade association of Ohio medical marijuana license holders before state regulators and the state legislature, and has defended against state tax audits and controversies before the Ohio Department of Taxation.
