Robert J. McLaughlin is the Leader of the Gaming Law Practice of Hodgson Russ LLP. Bob develops compliance policies and procedures in connection with federal and state regulations governing the gaming industry. He is the former Director and GC of the NY Lottery. He assists casino developers and operators negotiate purchase, host and consultant agreements, filing license applications, registrations and renewals with the State Gaming Commission. He assists municipalities with host agreements and other local gaming facility-related matters. Bob drafts rules and policies for sweepstakes, raffles, contests, charitable gaming and fantasy sports. He represents several vendors in the U.S. lottery industry.

Justin Stempeck is an Associate Counsel with the Massachusetts Gaming Commission.  In his role at the Commission he is responsible for developing Commission policy initiatives as well as providing guidance for legal issues that arise in the day-to-day operation of the Commission.  Justin has also written and presented on daily fantasy sports, online gaming and sports betting.  Prior to working at the Commission, Justin was a shareholder with a mid-sized, regional civil litigation law firm.  He earned his JD from Northeastern University School of Law and his BA, summa cum laude, from Colby College.  He is admitted to practice law in the state and federal courts of both Massachusetts and Rhode Island.
