Scott Arnold focuses his practice on helping companies succeed in their dealings with government customers, and has extensive bid protest experience. Before entering private practice in 1985, Scott was the Assistant Counsel for Procurement at the Naval Facilities Engineering Command, where he defended all protests filed against NAVFAC procurements and contract awards. In the last 34 years, Scott has represented dozens of government contractors in protests at the Government Accountability Office and U.S. Court of Federal Claims, and has successfully litigated numerous bid protests involving awards in excess of $100 million, and several in excess of one billion dollars.
Scott also has significant experience in litigating contract claims and disputes, counseling clients on cost issues, domestic content requirements, and ethics issues, and helping clients navigate data rights regulations to protect their intellectual property.
